(06/27/2018) Is anyone using the National Student Clearinghouse database able to get information about high school credentials/diploma or measurable skills gains while in high school from the clearinghouse? If yes, how are getting the information? What is in your contract that enables you to get high school information?

Wisconsin’s DVR is in the beginning stages of obtaining National Student Clearing House (NSCH) data; thus far, we’ve received one batch file returned from them via a data-sharing agreement, and we continue to analyze that data. Our Department of Workforce Development is working on a new agreement with NSCH. We were under the impression that NSCH only provides information from postsecondary institutions. We look forward to hearing from other states if, in fact, secondary information is also available.

No, South Dakota VR currently does not get information about HS credentials or MSG in HS from the National Student Clearinghouse. We do currently get postsecondary credential verification from the clearinghouse. I am interested in learning how/if HS records can be obtained from the clearinghouse, though. Thanks!

Not exactly, I am using the National Student Clearinghouse to obtain information about enrollments for clients who obtained a high school diploma. If they enrolled or obtained a credential while still in the VR program I would probably pick that up as well.

— (04/25/2018) NJDVRS is starting the process of developing a post WIOA interagency agreement for working with transition students with our state partners. We would like to see examples from other VRs. We are studying the interagency agreement toolkit developed by WINTAC, and wonder if other state agencies are using this toolkit as well. We recognize the need to have an interagency agreement to incorporate valuable PRE-ETS services and comply with any pertinent WIOA standards.

I strongly urge you to contact the WINTAC for an answer to your question. We have a number of examples that could assist you in this request.

Iowa has done this already but we had a very good relationship with our DE before WIOA. Here is a couple of examples of what we are doing. One is the statewide agreement and the other is what we are doing with each local school district based on the statewide agreement.

We have developed a draft document with the Medicaid agency partner in Wisconsin and will use that draft as the basis for an agreement with the WI Dept. of Public Instruction. We used the LEAD center WIOA MOU template. Once finalized I would be happy to share the final version.

— (09/18/2015) The Disability Statistics Research and Training Center at the University of New Hampshire is interested in identifying VR agencies that link their data systems with their states K-12 education data system to track youth in transition. Please let us know if your agency has a mechanism in place for doing this.

Iowa is currently trying to do this. It is not finalized but in the early stages should be able to tell us how many students with IEPs are connected to VR and what the outcome data is for those students. It will also tell us how many are still not getting connected with VR and potentially track services we are providing to Potentially Eligible students.
