MORNING KEYNOTE: “The Development and Use of Dashboards in VR Programs: Communicating Performance Management Outcomes”

Summary: This panel of members from the third Summit Reading Group will present their Dashboard Development Project, which resulted from studying and discussing Fews Information Dashboard Design: The Effective Visual Communication of Data (2006). The group will share general observations from a survey to state VR administrators on the future utilization of dashboards in VR. They will discuss the importance of and steps in making decisions and accessing VR data in this transparent and efficient way. This presentation reflects what this Summit Group learned together. The purposes of the reading groups are to inform and educate on the processes behind program evaluation, quality assurance, and continuous improvement, while also providing the opportunity to build a professional library, reference base and most importantly interstate relationships that lead to collaborative solutions. Reading groups are comprised of interested individuals who want to study the book, exchange personal and professional input, learning contnt and try to apply newly learned principles and tools within Vocational Rehabilitation settings.

Summary: Mr. Victor V. Buzachero serves as Corporate Senior Vice President of Innovation, Human Resources and Performance Management at Scripps Health, Inc. Mr. Buzachero joined Scripps in September 2001. Before joining Scripps, Mr. Buzachero served as Special Assistant to the Chief Executive Officer for the Providence Health System, leading the system’s EHealth strategy and Health Insurance Portability and Accountability Act (HIPAA) compliance efforts, and developing a strategic human resources plan for the Washington region. Prior to Providence, Mr. Buzachero served as Senior Vice President of Human Resources and Organizational Development of Banner Health System and as Senior Vice President of Human Resources of Samaritan Health System, now a part of Banner. He has more than 25 years experience in human resources and health care. Mr. Buzachero has been Chairman of AHA Solutions, Inc., a subsidiary of the American Hospital Association (AHA), since January 2009 and serves as its Director. His efforts at organizational development and effectiveness were recognized by Franklin/Covey with a 1999 “Organization of Excellence” award. He is a Member of Scripps Health’s senior leadership group, which was honored in 2008 as America’s Top Leadership Team in Healthcare for large hospitals and health systems by HealthLeaders Media.

MORNING INTRODUCTORY PRESENTATION: “A Perspective on the Future of Vocational Rehabilitation Services”

Presenters: Steve Wooderson, Chief Executive Officer, CSAVR
Summary: Steve Wooderson was selected as the CEO of CSAVR on November 1, 2010. His experience in VR spans nearly 30 years of service in the public program. He has served at all professional levels in the public vocational rehabilitation program, which gives him a unique perspective of the local, state and national implications of VR service delivery. Prior to joining CSAVR, Steve was the administrator of Iowa Vocational Rehabilitation Services. He oversaw the state VR and independent living programs, as well as the disability determination services bureau. Steve started as a VR counselor in south central Missouri in January of 1981 and he enjoyed a 20 year career with the Missouri VR agency. In March of 2000, Steve moved to Iowa to become the rehabilitation services chief, and then was appointed agency administrator in December of 2002.

Presenters: Dr. Kevin Hollenbeck, W.E. Upjohn Institute for Employment Research
Summary: Kevin M. Hollenbeck is a Senior Economist with the W.E. Upjohn Institute for Employment Research. Dr. Hollenbeck has over three decades of research and evaluation experience in the areas of workforce development and education and training. As principal investigator of a four-year project with the U.S. Department of Labor Employment and Training Administration, he has overseen the evaluation design, data collection, and analyses phases of the project.
Dr. Hollenbeck’s expertise lies in the evaluation of workforce development and career & technical education programs at the local, state, and national levels. Much of his research uses administrative data sources. His recent work has focused on estimating rates of return on public training programs.

Summary: The Baldrige Program is the nation’s public-private partnership dedicated to performance excellence. The Baldrige Program provides a framework and performance criteria based on the practices of best-in-class organizations. Public and private organizations participate in objective assessments of their management systems conducted onsite by teams of highly trained examiners. Organizations who go through this process of examination through the lens of the Baldrige criteria gain excellent insights regarding strengths and opportunities for improvement. This panel will discuss their experiences with the Baldrige framework and process, and how it might be applied to VR management systems.
